Macchina di grande potenza azionata manualmente. La colonna va preliminarmente alzata mediante altri dispositivi per essere poggiata sulla slitta orizzontale. Il funzionamento di questo dispositivo è garantito dal sistema motore-ruota dentata-rocchetto che, grazie a una vite senza fine, trasmette il movimento alle ruote dentate orizzontali e alle ruote dentate parallele sottostanti che ingranano una cremagliera, che trascina il carrello sul quale poggia la base della colonna.

My attempt at translation (con il dizionario a portata di mano :-)
A machine of great power, manually operated. The column is initially raised by other devices to rest on the horizontal "sled." The function of this machine is guaranteed by means of a power shaft with a toothed spool that, thanks to an endless screw, transmits motion to the horizontal gears ("toothed wheels") and to the parallel gears below, which engage with the ??? that pulls the carriage (trolley?) on which the base of the column rests.
